Patrick Wingard, AICP CFM founded Wingard Planning & Development Services, LLC in 2009 to provide project management, technical support and development services for public agencies and private sector clients.  Based in Astoria, Oregon, Wingard PDS serves the Oregon north coast and lower Columbia regions.  For projects that require mainly electronic delivery of services, Wingard PDS' service area extends throughout Oregon and beyond.

Wingard Planning & Development Services looks to integrate land use and transportation planning, encourage community and stakeholder collaboration, respect the natural environment and strengthen the region's economy in all of its pursuits.

Patrick Wingard, AICP CFM
Prior to establishing Wingard Planning & Development Services, Patrick Wingard spent 10 years as a senior planner and planning director for city and county jurisdictions in Oregon.  Patrick holds a Bachelors Degree in Civil Engineering from Michigan State University and maintains the AICP (American Institute of Certified Planners) and CFM (Certified Floodplain Manager through the Association of State Floodplain Managers) professional accreditations.
